Municipalities and provinces map out all spatial functions of their territory in zoning and integration plans. This also applies to a wind or solar energy project. Frequently, a so-called planMER, an environmental impact assessment plan, must be drawn up for the spatial planning process.

Drafting a zoning plan requires knowledge about the environmental effects of the energy project, the position of the council, the course of spatial procedures and the legal anchoring of zones. Bosch & van Rijn have demonstrated their skill in several projects in bringing these four aspects together and arriving, together with all parties involved, at a solid zoning plan. Examples are Windpark Spui, Windpark Deil and Hoogezandse Polder.
